Generally the answer is yes on both counts, though the details depend on which permit you hold.
- A residence permit granted to a family member joining someone in Sweden (spouse, sambo, partner or child) normally includes the right to work — no separate work permit is needed while the family permit is valid. For some categories the work right is tied to being 16 or older.
- Children granted a residence permit have the right to attend preschool and compulsory school on the same basis as other resident children.
- School is free; compulsory schooling spans ten years and starts in the autumn term of the year a child turns six.
