Does time as a student count toward permanent residence or Swedish citizenship?

This is commonly misunderstood. Time on an ordinary (non-doctoral) study permit generally does not count toward a permanent residence permit — the permit is temporary. Doctoral time can count in some cases. For citizenship the weighting is nuanced and the rules changed in 2026 — see the citizenship FAQ and Migrationsverket.

  • Time on an ordinary study permit generally does not by itself build entitlement to a permanent residence permit (PUT) — the permit is temporary.
  • Doctoral time can count in some cases: PUT for doctoral students normally requires having lived in Sweden with a doctoral or employment permit for at least four of the last seven years.
  • For citizenship, the habitual-residence period is counted from when you hold a residence-granting permit; how time on a temporary study permit is weighted depends on your later status.
